In the 'bad - ol - days', councils like this one employed professional civil engineers, and a "large and complete" project would be a bread and butter part of the in - house capabilities.
A timely question to ask the Mayor, would be, "why contract out"? Mr Sharp is on the right track but I would go further; step one in major project management is the feasibility/estimate phase which includes inter - alia, investigation, design, risk assessment and cost estimate.
Without these protocols, we set ourselves up for the all too common 'surprises' including time delays and cost blowouts. IN this case I would like to look at retaining the existing Stingray Creek structure, as part of the project.....heritage value, and safe pedestrian/cyclist, motor scooter passage.
