Emergency services received reports from motorists at around 4pm.
Police and associated emergency services converged on the area about four kilometres north of Johns River.
The plane is believed to have crashed in bushland near the Pacific Highway.
Police confirmed that they had located the bodies of two people.
They were the sole occupants of the plane at the time of the incident.
A crime scene has been established and will be examined by specialist forensic officers while an investigation into the cause of the crash will be undertaken by the Australian Transportation Safety Bureau (ATSB).
