Under the scheme, which is due to begin on December 1, 2017, consumers will receive a 10 cent refund by exchanging eligible containers at designated collection points.

Most beverage containers between 150mL and 3L in volume will be eligible.

However, it is still unclear where Macleay residents and community groups will take their bottles.

The fear is that as businesses inevitably raise prices to cover the cost of the scheme the people of the valley will be left out of pocket with nowhere to go to retrieve their refund.

The NSW Government said there would be over 500 collection points across NSW with 85 per cent of those operational by the start date.

Member for Oxley and Minister for Roads and Maritime Melinda Pavey said implementation of the scheme is already underway and confirmed there will be 500 priority collection points across the State, with 800 reverse vending machines located at shops, depot sites and recycling centres.

"Collection points are being rolled out across the State," she said.

"This is a very big logistical exercise which is why the rollout started several weeks ago.

"Already, there are reverse vending machines located in places from Granville to Glenorie.

"There are many more to come.

"Locations will be announced as they are finalised. 

"An interactive map will be available online soon to identify the nearest sites."

Shadow Environment Minister Penny Sharpe voiced concerns that the NSW Government is botching the rollout. 

"Consumers in rural and regional areas look set to miss out on the much needed collection points as it appears that only half the promised collection points will be ready in time," Shadow Environment Minister Penny Sharpe said.

"The Minister for the Environment must give consumers across NSW assurances that the collection points will be in place and that rural and regional areas will not be denied the ability to get a refund on their cans and bottles.

"The community wants a container deposit scheme but they still don't know where they will be able to take their bottles and cans for a refund."

A spokesperson for the Environmental Protection Agency echoed Mrs Pavey's thoughts, saying many sites have already been installed from Meadowie to Bulli and from Vincentia to Tumut.

"The rollout of Return and Earn is a massive logistical exercise," he said.

"The Network Operator TOMRA Cleanaway is finalising collection point locations which will be announced as they are finalised.

"TOMRA Cleanaway is also working through the list of businesses and groups that have expressed an interest in being involved in the scheme."

A Kempsey Shire Council spokesperson said council is awaiting information from the EPA as to the locations and process of the CDS in the Kempsey Shire.
