It is very disappointing when the council sneak significant changes by without consulting or notifying the community. Dogs have been allowed  off the leash on Rainbow Beach (North of Duchess Creek) for a long time. Now the council has placed a small sticker on the signs at the entries to the beach stating that dogs must be on the leash at all times. Where was the consultation about this? There are many dog owners and non dog owners who get much enjoyment watching the dogs play in the water, chasing the seagulls or just "talking" to other dogs. These special moments of will be lost.
