The resident, who did not want to be named, said a number of trees had been chopped down to build the hut.
An extensive amount of litter has also been dumped at the location including used condoms, wrappers, drug paraphernalia and bottles.
The resident came across the site while walking his dog on Saturday, February 17.
He said he saw teenagers using the site.
“The amount of litter they left there is unbelievable,” the resident said.
The location of the hut is on the foreshore, north of the Laurieton United Services Club.
Port Macquarie-Hastings Council has been notified and a spokesperson said staff are currently investigating the issue.
The spokesperson said council encourages residents who discover shelters or litter to report it by calling council on 6581 8111.
