A 41-year-old old is accused of getting someone to help him burn down his outer-suburban cafe at Bullsbrook in March 2016 after it started to fail.
The fire caused about $500,000 damage and the man then made an insurance claim on the business, police allege.
He has been charged with causing criminal damage by fire and trying to gain benefits by fraud.
The man who allegedly helped burn down the cafe is also charged with causing criminal damage by fire.
The duo are expected to appear in the Midland Magistrates Court on Friday.
