The 44-year-old was allegedly involved in a botched plan to import about $200 million worth of cocaine into Australia.
Baggaley's bail application was dismissed in the Brisbane Supreme Court on Wednesday after proceedings were held in a closed court.
He was also refused bail in August last year after a judge was told Baggaley could be a flight risk or reoffend in an attempt to repay the syndicate that allegedly supplied the cocaine.
The three-times world champion is accused of buying a $100,000 boat that his brother and another man allegedly used to collect almost 600kg of cocaine from a larger vessel off the coast of northern NSW in 2018.
Dru Baggaley and Anthony Draper were arrested in August 2018 after a sea chase about 70 kilometres off Byron Bay.
The pair allegedly dumped the drug haul overboard while trying to flee authorities.
Nathan Baggaley was arrested in June last year following a 10-month investigation.
