The North Haven Public School relieving principal has 22 years' experience as a teacher including 13 years as one of the assistant principals at North Haven Public School where leadership was nurtured.
"Not only is it my first appointment as a principal but certainly the appointment of principal in a brand new school has significant excitement," Mr Garven said.
"It is not often you get that opportunity and it is one I will take with both hands."
Mr Garven said the Lake Cathie school was an exciting prospect for the community and the culmination of a vision from a number of people in the community.
He said they would be embracing new times across the community of Lake Cathie and part of Bonny Hills as well, and they would like the existing friendships across the two villages to be maintained.
"It will be a special time at the beginning, not only for the kids but all of the parents, because their levels of excitement will be high," he said.
Families and community members will get a chance to see the school during a series of open days.
The new Lake Cathie school will have close links with nearby North Haven Public School.
Public Schools NSW Hastings Network director Mark Youngblutt, in a progress report after visiting the building site last week, said another recent landmark for the school was the appointment of Mr Garven to the position of principal. He said Mr Garven was a very highly regarded local educator.
Construction continues at the school on the eastern side of Ocean Drive, just south of the Houston Mitchell Drive intersection.
The frame and roof for the administration, library and toilets are up.
Mr Youngblutt said it was terrific to be able to walk through this part of the school and see where the rooms were.
"In particular the library is going to be very impressive," he said.
The L-shaped library has large windows and a sloping ceiling, and will feature an interactive whiteboard after a recent change to the plan.
The frame is taking shape for the hall and canteen.
There will also be a covered outdoor learning area.
Ten classrooms are in place, with the verandahs and covered walkways yet to come.
"Finally, I could see how the plan which we had agonised over for so long fits together and it is very impressive," Mr Youngblutt said.
Port Macquarie MP Leslie Williams said the Lake Cathie and Bonny Hills communities were excited about the school.
"We now have the appointment of a principal, and if anyone has driven by in the past couple of weeks, they would have seen an amazing difference on that landscape," she said.
The school is due to open at the start of the 2015 school year.
